Sued by My City

August 26, 2020
Yes, the Mayor and Council sued me.
And you.
I voted for slower managed growth.
Then my Mayor and Council reversed my vote.
Here’s how it happened…
2013
Encinitas voters approved Proposition A, the “Right to Vote” initiative, a law that places decisions about upzoning and building heights into the hands of the voters.  Previous to Prop A, developer-friendly councilmembers were allowing frequent upzoning and height variances with a simple-majority vote.  Voters took that power back.
2016
The City of Encinitas presented Measure T to the voters as a solution to the state’s affordable housing mandates.  Voters rejected it because it didn’t require enough affordable units and it contained a Prop A “killer clause”.
2018
The City tried a second time to put forth a housing plan named Measure U, which upzoned 15 locations to allow for super-sized development without providing upgrades to roads and schools. Measure U eviscerated Prop. A, which is one reason why the majority of voters, myself included, voted “NO”.  The other reason it was voted down was. like Measure T, it didn’t provide enough affordable units.
2019
Bowing to pressure from state housing authorities and trampling on the will of the people, city leaders submitted Measure U (yes, the one rejected by a lawful vote of the people) to Sacramento, where it was accepted as our certified housing plan.

This, in effect, was a reversal of our Measure U vote, and, in doing so, they suspended Prop A.

Then, the Mayor and Council sued us, the residents of Encinitas, to remove Prop A from all future housing plans.
TODAY
  • Our Mayor should never, ever have sent us to court.
  • Our Mayor should never have sent Prop. A to the shredder.
  • What we need is leadership that listens to residents and values our community character.
  • As Mayor, I’ll stand up to state housing authorities, not bow down to them.
  • I’ll push for more public improvements with future projects, instead of developer giveaways like density bonus and insufficient parking.

Introduction to Julie Thunder
Thirty-five years ago, my husband and I chose Encinitas as our forever home. We made sacrifices to live here and raise our four daughters here. But it’s worth it to us because Encinitas is a special place filled with amazing people.
My husband isn’t the only boy in the house!
