The state Department of Housing and Community Development is blasting the affordable housing plan advanced by the mayor and city council. In an Aug. 27 letter, HCD warns Encinitas to assume “realistic capacity” on sites set aside for low-income units. As presented, the numbers fall way short.
The mayor and city council – and the developers who support them – are determined to crush our voter-approved Prop A Right to Vote initiative on zoning. The HCD letter confirms that unrealistic projections are to blame for deficient affordable housing, and not Prop A.
For new developments, my opponent and her colleagues require a 15 percent set-aside for affordable housing. At that percentage, we would need to identify 5,587 new housing units to yield the state-mandated, 838 affordable units.
If the mayor and council were to increase the set-aside to 25 percent, an idea that developers dislike, it would take only 3,352 total units to yield the affordable numbers required by the state.
